Preliminary List of Sudan’s Parastatals
n April 5, 2021, Sudan’s Ministry of Finance published with little fanfare a “preliminary list” of companies and corporations owned and controlled by various ministries and state institutions. This was the first time ever that the Government of Sudan made such a list public. The revelation came under direct pressure from international financial institutions and the donor community which hinged their financial and reconstruction aide flows on clarification of this taboo topic. It also represented a concession to domestic transparency and anticorruption campaigners and the media which demanded clarity on the parastatals for decades.
With prospects increasing for the restoration of Sudan democratic transition, both domestic and international anticorruption campaigners and aide providers maintain the pressure on the GOS for more comprehensive transparency, robust reforms, and oversight controls of all parastatals, particularly security sector companies.
