Although eastern Sudan has remained relatively calm and has not been directly impacted by fighting, it has been severely impacted, receiving internally displaced persons and becoming home to the government. The region has also become the focus of the government’s civilian mobilization efforts, which has increased the availability of weapons in the region. The availability of weapons, overlaying the history of conflict, both in eastern Sudan and in its neighbors, Eritrea and Ethiopia; ethnic and intercommunal tensions; and weak governance, create concerns about the proliferation of conflict in the region. In this context, the paper seeks to better understand the dynamics of weapons proliferation and suggest mechanisms to control the proliferation of weapons and prevent new rounds of violent conflict.
