Corruption In revenue collection in Wartime Sudan 

(January 29, 2025) The April 15, 2023 war has altered economic governance. State control of revenue collection has been degraded, in part due to the loss of control of territory and infrastructure to the RSF. The RSF took control of 136 headquarters of government ministries and agencies as well as agriculturally productive areas. Although it has not created a formal administration or financial system, the RSF has increasingly begun to manage the financial resources of the areas it controls, including through the imposition of fees at checkpoints. On the other hand, the SAF has also become increasingly extractive, justifying increasing fees on the basis that they are needed to support the war effort.
