Two public statements made on Friday, September 12, read together, reveal a new US strategy on Sudan. The first, a statement of the Quad (the US, Egypt, Saudi Arabia, and the United Arab Emirates (UAE) on restoring peace and security, lays out a new framework for peace negotiations, while the second, the Treasury Department’s sanctions designations, appear to set out redlines for the approach. This strategy seems focused on forming a coordinated front of regional allies behind a US-led push for peace and democratic governance embedded in a security agenda focused on countering Islamism and Iranian influence.
